A bill to amend title 18, United States Code, to prohibit compliance with a demand for ransom, or the engaging in any other conduct, for the release of a person held in connection with kidnaping or hostage taking.

Amends the Federal criminal code to make complying with the ransom or other demands for the release of any person held in connection with a kidnapping or hostage-taking a criminal offense punishable by a fine and/or imprisonment for up to one year.
