A bill to rescind budget authority for the Department of Housing and Urban Development for housing counseling assistance (rescission numbered R87-45) proposed to be rescinded in a special message transmitted to the Congress by the President on January 5, 1987, in accordance with section 1012 of the Impoundment Control Act of l974.
