A bill to amend section 794 of title 18, United States Code, to provide more severe penalties for certain forms of espionage.

Amends the Federal criminal code to provide a mandatory life sentence (except when the death penalty is invoked) for any person convicted of gathering or delivering defense information to a foreign government.
