A bill to rescind budget authority for the Department of Energy for energy supply, research and development activities (rescission numbered R87-35) proposed to be rescinded in a special message transmitted to the Congress by the President on January 5, 1987, in accordance with section 1012 of the Impoundment control Act of 1974.
