Amends the Federal Aviation Act of 1958 to require that air carriers include on each passenger's airline ticket specified information regarding the air service record of such air carrier, together with a postcard addressed to the Consumer Affairs Office of the Department of Transportation which contains a complaint form concerning flight cancellation, delay, or luggage handling.
Requires such air carriers to display such information at designated locations and to publish a policy statement regarding flight delays and cancellations.
Directs the Secretary of Transportation to investigate possible deceptive flight schedules and possible flight cancellations made for economic reasons. Requires the Secretary to report to the Congress on investigation results.
Requires the Secretary to review periodically the accuracy of such service record information. Declares that falsification of such information shall be treated as an unfair or deceptive practice, and directs the Secretary to initiate appropriate proceedings.
