Ocean Incineration Research Act of 1987 - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the Administrator of the Environmental Protection Agency from issuing a permit for the incineration of hazardous waste off the coast of Maryland until a hazardous waste reduction management feasibility report from the Office of Technology Assessment is completed and the Administrator promulgates final regulations.
Requires the submission of such report to the Congress within three years and requires public participation in the drafting of the regulations. Authorizes appropriations.
