Rescinds all amounts remaining available for the implementation of Federal special urban high density traffic programs (repealed by the Federal-Aid Highway Act of 1976).
Makes available to the Secretary of Transportation an amount equal to the one rescinded for reconstruction of a specified interchange in the State of Indiana. States that the Federal share of such reconstruction project cost shall be 90 percent, and that it shall not be subject to any obligation limitation.
