Summary

Amends the Tariff Schedules of the United States to grant duty-free treatment of: (1) 2,2-bis-(4-Cyanatophenyl); (2) aminoethylphenylpyrazole (phenylmethylaminopyrazole); (3) benzethonium chloride; (4) malononitrile; (5) metaldehyde; and (6) paraldehyde. Reduces the duty on other nitriles. Provides for specified staged rate reductions.
