A bill to establish a five-year pilot program to collect recreational use fees for facilities and services provided by the Angeles National Forest, California, and for other purposes.

Directs the Secretary of Agriculture to charge recreation services use fees for the Angeles National Forest, California, during 1987 through 1991. Requires such fees to be placed in a special fund in the Treasury for the maintenance of recreation facilities and areas within such Forest.

Permits the Secretary to authorize concessionaires or volunteers to collect such fees.
