A bill to amend the Federal Water Pollution Control Act to permit the Administrator of the Environmental Protection Agency to change a State's priority list of wastewater construction projects if the Administrator determines that Federal funds for such projects have not been equitably distributed within such State.

Amends the Federal Water Pollution Control Act to permit the Administrator of the Environmental Protection Agency to modify a State's priority list of projects (publicly owned treatment works) funded under such Act if the Administrator determines such funds have not been distributed equitably over a period of ten years.
