Requires the President to award the Legion of Merit to any member of the armed forces who has received three or more Purple Hearts.
Directs the President, within two years of enactment of this Act, to award the Legion of Merit to any person who, between September 8, 1939, and the date of enactment of this Act, has received three or more Purple Hearts. Provides that if any such person dies before the award of the Legion of Merit, such award may be presented to the representative of such person, as designated by the President.
