Authorizes the President, pursuant to provisions of the Omnibus Trade and Competitiveness Act of 1988 relating to bilateral agreements that eliminate tariff and nontariff trade barriers, to initiate negotiations for a trade agreement with Japan that creates a free trade area between it and the United States. Sets forth the negotiating objectives of such agreement.
