Amends the Federal Trade Commission Act to make it an unfair practice for any retailer who has the authority to price a consumer commodity to increase the price once a price is affixed to the commodity.
Authorizes the Commission to: (1) issue regulations requiring retailers to establish a system to audit the prices at which commodities are first offered for sale and the prices at which commodities are sold; and (2) order restitution for violations.
