A bill to amend title 18, United States Code, to establish fair competition between the private sector and Federal Prison Industries.
Federal Prison Industries Fair Competition Act of 1988 - Amends the Federal criminal code to authorize (current law requires) Federal departments and agencies and Government institutions to purchase prison-made products. Declares that no such purchase shall involve a product which does not meet the same quality standards applied by the General Services Administrator to a comparable product purchased from a private sector source.
