Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to make grants to States for demonstration projects to provide character education to juveniles who are confined in juvenile detention facilities as a result of being delinquent.
Provides that such grants may be made to eligible States to carry out, directly or by contract, at least ten demonstration projects. Sets forth eligibility and application requirements.
Authorizes appropriations for FY 1989 to carry out this Act.
