A bill to require the Secretary of Health and Human Services to study and report on the feasibility and costs of providing periodic personal earnings and benefit statements to individuals covered under title II of the Social Security Act and to amend the Internal Revenue Code of 1986 to allow for access to address information necessary to provide such statements.
Personal Earnings and Benefit Statements Study Authorization Act of 1988 - Directs the Secretary of Health and Human Services to conduct a study of the feasibility and costs of providing periodic personal earnings and benefit statements to individuals credited with wages or self-employment income under the Old-Age, Survivors, and Disability Insurance program (title II) of the Social Security Act. Requires a report on the study results to specified congressional committees.
Amends the Internal Revenue Code to allow disclosure of taxpayer mailing addresses to the Commissioner of Social Security for purposes of fulfilling this Act. Imposes penalties for unauthorized disclosures.
