Retrocedes from the United States to the Commonwealth of Virginia concurrent governmental, judicial, executive, and legislative power and jurisdiction over the lands known as the Lorton Reformatory Complex. Directs the Governor of Virginia and the Mayor of the District of Columbia, not later than six months after enactment of this Act, to enter into a cooperative agreement for the administration of the complex. Directs the Governor and Mayor to jointly submit the agreement to the Committee on the District of Columbia of the House of Representatives and the Committee on Governmental Affairs of the Senate.
