Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to require that Medicare payment for a clinical diagnostic laboratory test performed by a laboratory which is independent of a physician's office or a rural health clinic only be made on the basis of an assignment.
