Upper Mississippi Headwaters Protection Act of 1988 - Prohibits the Secretary of the Army from substantially increasing a release from any of the headwaters reservoirs in the Upper Mississippi River region in Minnesota unless the Secretary first transmits to specified congressional committees a report justifying such increase.
