Modifies the project for Wynoochee Lake, Wynoochee River, Washington, authorized under the Flood Control Act of 1962 to authorize the Secretary of the Army, acting through the Chief of Engineers, to permit the city of Aberdeen, Washington, to operate, maintain, repair, and rehabilitate such project after September 30, 1988. Sets forth terms and conditions and other administrative provisions applicable if the Secretary grants the city permission to proceed.
