Amends the Supplemental Appropriations Act, 1983 to prohibit a Member of Congress from accepting an honorarium from any person who is engaged in negotiations to enter into a federally funded contract with the United States, or who enters into such a contract, for any appearance, speech, or article by such Member at any time during such negotiations or the performance of such contract.
