A bill to prohibit a Member of Congress from accepting an honorarium from any person who is engaged in negotiations with the United States to enter into a Federally funded contract with the United States or who enters into such contract, for any appearance, speech, or article by such Member at any time during such negotiations or the performance of such contract.

Amends the Supplemental Appropriations Act, 1983 to prohibit a Member of Congress from accepting an honorarium from any person who is engaged in negotiations to enter into a federally funded contract with the United States, or who enters into such a contract, for any appearance, speech, or article by such Member at any time during such negotiations or the performance of such contract.
