A bill to amend the Federal Water Pollution Control Act to establish a grant program for operation and maintenance of certain treatment works.

Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to make grants to pay the Federal share of the cost of operating and maintaining publicly owned treatment works which are located in States which limited by law on June 1, 1988, the amount of revenues which may be raised through property taxes. Requires that such grants cover 75 percent of such costs in excess of revenues which may be raised through property taxes. Authorizes appropriations for such grant program.
