A bill to amend the Internal Revenue Code of 1986 to permit dealers to use the installment method of accounting, and for other purposes.

Amends the Internal Revenue Code to restore provisions permitting retail dealers to use the installment method of accounting for income tax purposes. (The provisions were repealed by the Revenue Act of 1987.)
