Federal Crop Insurance Improvements Act of 1978 - Amends the Federal Crop Insurance Act to provide crop insurance that meets the needs of different types of dry edible beans.
Provides for improved communications and education of producers regarding crop insurance programs.
Directs the Comptroller General, in consultation with the Federal Crop Insurance Corporation, to conduct a study of proposed changes in the crop insurance program.
