A bill to amend part D of title IV of the Social Security Act to require each State, under the child support enforcement program, to authorize and provide for awards of child support on a retroactive basis in appropriate cases.

Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to require States to have procedures in effect which authorize the issuance or modification of child support orders to require absent parents to pay reasonable support for retroactive periods in appropriate cases.
