Requires commercial lessors of automobiles to disclose to their rental customers the nature of the collision damage waivers offered under the automobile rental agreement. Mandates that such information be included in advertisements posted by such lessors.
Makes violators of such disclosure requirements liable to: (1) an aggrieved lessee in an amount equal to the total amount paid by the lessee under the rental agreement; and (2) the United States for a maximum civil penalty of $10,000. Sets forth enforcement provisions.
