A bill to authorize and direct the Secretary of Agriculture to waive the collection and refund of advance deficiency payments made for the 1988 crops of wheat and feed grains because of drought, flood or other natural disaster, or other condition beyond the control of the producers in an area where the producers' crops were located and were substantially affected by it.
Food Security Act Amendments of 1988 - Amends the Agricultural Act of 1949, effective for the 1988 wheat and feed grain crops, to exempt farmers in counties designated as disaster areas (due to drought or other natural disasters) from repayment of excess deficiency payments.
