A bill to amend title 38, United States Code, to authorize the Administrator of Veterans' Affairs to provide financial assistance for the operation and maintenance of State veterans' cemeteries, and for other purposes.

Authorizes the Administrator of Veterans Affairs to make grants to States to defray the expenses of operating and maintaining veterans' cemeteries. Sets a maximum yearly grant limit for each State.

Makes States ineligible to receive both operation and maintenance grants and a plot allowance for the burial of certain veterans in State veterans' cemeteries.
