Plastic Waste Study Act of 1987 - Directs the Administrators of the Environmental Protection Agency and the National Oceanic and Atmospheric Administration to jointly study the adverse effects of dumping plastics on the environment, including fish and wildlife, within the United States and the oceans.
Requires the Administrators to report results and recommendations to the Congress within 18 months.
