Earmarks a specified amount of funds made available to the Economic Support Fund for FY 1989 to be used for a grant to the National Endowment for Democracy to promote democracy in Nicaragua.
Requires that such funds be used in a manner consistent with the Guatemala Peace Accords of August 7, 1987, and the Agreement between the Government of Nicaragua and the Nicaraguan Resistance of March 23, 1988.
Specifies that such funds may be provided only to internal groups that have renounced violence and support a negotiated settlement to the conflict in Nicaragua.
