Amends the Controlled Substances Act to provide for the imposition of the death penalty or a sentence of life imprisonment without the benefit of parole, probation, or suspension for certain violations involving cocaine, heroin, lysergic acid diethylamide, or phencyclidine.
Provides that the procedures applicable to the death penalty under the Federal Aviation Act of 1958 shall apply to the death penalty for offenses under this Act.
