Authorizes the Secretary of the Interior to construct and maintain public outdoor recreation areas and facilities at Minidoka Dam, Idaho. Requires 50 percent of the costs for such construction and maintenance to be repaid to the Federal Government from non-Federal interests. Authorizes appropriations.
