Requires the Secretary of Defense, upon the request of a foreign government and the recommendation of the Drug Enforcement Administration (DEA), to provide equipment to, or assign members of the armed forces to assist, the foreign government in the enforcement of drug laws.
Specifies that any such equipment or assistance shall be provided in accordance with a plan prepared jointly by the foreign government, DEA, and the Department of Defense, and approved by both the President and the head of the foreign government. Provides that the foreign government shall pay the costs of such equipment or assistance unless the President finds that the foreign government cannot afford such costs.
