Directs the Secretary of Commerce to ensure that each short form and long form used in the 1990 decennial census of population includes: (1) all of the questions proposed to be included on each form as reported to the Congress by the Secretary on or about March 31, 1988; (2) one or more questions relating to plumbing facilities in the respondent's housing unit; and (3) one or more questions relating to whether the respondent's housing unit is part of a condominium.
Directs the Secretary to ensure that each long form includes one or more questions relating to the heating of the housing unit, including at least one question relating to the type of equipment used in such heating.
Declares that no matter relating to a population census (excluding a request for appropriations or other funding) shall be subject to the clearance or approval of any individual or agency in the executive branch outside of the Department of Commerce.
