Amends the International Narcotics Control Act of 1986 to specify that the purposes of the Mexico-United States Intergovernmental Commission on Narcotics and Psychotropic Drug Abuse and Control (Commission) should be: (1) to review narcotics-related issues between the United States and Mexico; (2) to improve relations between the two countries with respect to such issues; and (3) to make recommendations with respect to such issues to the appropriate executive and legislative agencies and bodies of each country.
Provides for the appointment of five members of the Senate and five members of the House of Representatives to serve as members of the Commission.
