Amends the Federal Fire Prevention and Control Act of 1974 to authorize appropriations for FY 1989 through 1991. Sets a limit on the authorization of such appropriations for National Emergency Training Center site administration.
Requires the Administrator of the United States Fire Administration to study and report to the Congress by January 1, 1989, concerning the quality, availability, and degree of use of fire prevention systems for the hearing impaired.
