Ethics in Congress Act of 1988 - Prohibits a former Member of Congress, within two years after having been a Member, from representing any person by lobbying any employee of any standing committee upon which such Member served during the last term as a Member concerning any matter within the jurisdiction of such committee.
Prohibits a former officer of Congress, within two years after such employment has ceased, from representing any person by lobbying any officer or employee of the House of Congress in which the officer was employed.
Prohibits a former senior committee employee, within two years after such employment has ceased, from representing any person by lobbying any employee of such committee concerning any matter within the jurisdiction of such committee.
