Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to prohibit the recovery of OASDI overpayments from a beneficiary who does not receive written notice of such recovery within two years of the commencement of the entitlement period directly succeeding the terminated entitlement period in which such overpayments were made.
