Directs the Secretary of the Treasury to grant duty-free treatment of bi-level rail passenger cars that are: (1) classified under the Tariff Schedules of the United States; (2) designed for, and are for the use of, the Florida Department of Transportation; and (3) entered into the United States after March 14, 1988, and before January 1, 1989.
