Directs the Commissioner of Customs to implement a pilot preclearance program during FY 1989 and 1990 to assess the extent to which the availability of preclearance operations can assist in the development of tourism in the Caribbean Basin. Sets forth eligibility criteria for the selection of Caribbean Basin countries for the preclearance operations program. Requires the Commissioner to submit to the Congress a report regarding such program.
