Omnibus Oregon Wild and Scenic Rivers Act of 1988 - Amends the Wild and Scenic Rivers Act to designate the following river segments in Oregon as scenic, wild, or recreational rivers: (1) Deschutes; (2) Little Deschutes; (3) Metolius; (4) Sycan; (5) North Fork Sprague; (6) Roaring; (7) Salmon; (8) Clackamas; (9) White; (10) North Fork Crooked; (11) Crooked; (12) Upper Rogue; (13) Chetco; (14) North Fork Smith; (15) Grande Ronde; (16) Wenaha; (17) North Fork John Day; (18) North Umpqua; (19) Joseph Creek; (20) Lostine; (21) North Fork Powder; (22) Eagle Creek; (23) McKenzie; (24) Lower Williamson; (25) Big Marsh Creek; (26) Crescent Creek; (27) Imnaha; (28) South Fork Imnaha; (29) Minam; (30) Nestucca; (31) Alsea; (32) Quartzville Creek; (33) South Fork John Day; (34) John Day; (35) South Fork Crooked; (36) Donner and Blitzen; (37) Powder; (38) Burnt; (39) North Fork Owyhee; and (40) West Little Owyhee.
