A bill to amend title 18, United States Code, to extend penalties for the operation of a locomotive, and to provide increased penalties for the operation of a common carrier, under the influence of alcohol or drugs if such operation results in serious bodily injury or death.

Amends the Federal criminal code, with respect to criminal penalties for operating a common carrier under the influence of alcohol or drugs, to: (1) provide criminal penalties for operation of a locomotive under the influence of alcohol or drugs; and (2) provide increased criminal penalties where a death or serious injury results from such operation.
