A bill to amend the Department of Energy Organization Act to prescribe testing for the use of alcohol and controlled substances by employees of refineries and nuclear power plants.
Hazardous Duty Alcohol and Drug Testing Act - Amends the Department of Energy Organization Act to direct the Secretary of Energy to establish a program under which the operators of petroleum feedstock refineries and nuclear powerplants will require their nonclerical personnel to undergo a prescribed testing procedure for alcohol abuse and the use of controlled substances.
Provides for counseling and rehabilitative services under such program and for the confidentiality of test results.
Sets forth circumstances under which employees enrolled in such program may be terminated.
