Establishes, and authorizes the Secretary of the Interior to acquire certain lands for, the Charles Pinckney National Historic Site, South Carolina.
Directs the Secretary to administer the historic site in accordance with legal provisions generally applicable to units of the National Park System and to: (1) provide the interpretation of the life of Charles Pinckney; (2) preserve and interpret Snee Farm, home of Charles Pinckney; and (3) present the early history of the United States.
Requires the Secretary, within three years, to report to the appropriate congressional committees a general management plan for such site. Authorizes appropriations.
