Repeals title III (Congressional Budget Process) of the Congressional Budget Act of 1974. (Retains a specified section regarding reports, summaries, and projection of congressional budget actions.)
Requires all legislation considered by the House of Representatives and the Senate to be in compliance with the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). States that such requirement shall not apply in time of war.
Makes conforming amendments to the Congressional Budget Act of 1974 and the Gramm-Rudman-Hollings Act.
Amends the Gramm-Rudman-Hollings Act to repeal a specified provision prohibiting the President from taking actions under such Act which may result in a domestic military base closure or realignment.
