A bill to require further review by the Federal Communications Commission to ensure thorough deliberation on proposed changes in the method of regulation of interstate basic service rates.

Directs the Federal Communications Commission (FCC) to terminate the proceeding in the Matter of Policy and Rules Concerning Rates for Dominant Carriers (FCC Docket No. 87-313).

Prohibits the FCC from commencing comparable proceedings with respect to the interstate basic telephone service offerings of dominant carriers except in accordance with a notice of proposed rulemaking, issued after 1988, that meets criteria described in this Act.
