A bill to provide that the $8,000,000 of foreign assistance funds earmarked for the construction of educational facilities for North African Jewish refugees in France be used instead to solved the fiscal crisis of Chester, Pennsylvania.

Amends the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1988 to repeal the provision earmarking appropriated funds for the construction of educational facilities for North African Jewish refugees in France.

Requires the President to transfer such funds to be used to solve the fiscal crisis of Chester, Pennsylvania.
