Directs the Office of Personnel Management (OPM) to conduct, during calendar years 1989 through 1991, a demonstration project to determine the feasibility and desirability of including certain benefits relating to the treatment of drug abuse and alcohol abuse among the types of benefits provided under health insurance plans for Federal employees. Requires OPM to coordinate such project with other related programs and to make a final report to specified congressional committees not later than April 1, 1992.
Authorizes appropriations.
