Congressional Salary Act of 1987 - Amends the Federal Salary Act of 1967 to make the recommendations of the President relating to congressional salaries of an advisory nature.
Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that which is payable for such positions on the date of enactment of this Act.
Requires any bill or resolution which would adjust the rate of pay of Members to take effect at the beginning of the next Congress and to deal with no other subject matter. Requires a recorded vote on such bill or resolution.
