Amends the Federal Aviation Act of 1958 to require air carriers to schedule takeoffs and landings at airports in a manner that does not exceed the capacity of such airports to handle such operations. Directs the Administrator of the Federal Aviation Administration to prescribe procedures for such scheduling not later than 30 days after enactment of this Act, including the monitoring of any necessary negotiations.
Requires air carriers to enter into an initial agreement, not later than 60 days after enactment, which establishes a conforming operation schedule. Authorizes the Administrator to prescribe schedules if air carriers do not enter into such agreement.
Authorizes the Administrator to resolve any schedule disputes and to exempt air carriers from the antitrust laws to the extent necessary to implement agreements.
